STANDARDISATION
Standardisation also involves sustainable levels of organisational commitment, to the extent that it demands an adjustment of national administrative, procedural and technical practices. Examples are the standardised procedures for introducing data into the Schengen Information System (SIS) and related procedures for access and verification. The SIS is the largest information system for public security in Europe and was established by virtue of the Schengen Implementing Agreement (1990), which was integrated into the EU after the entry into force of the Amsterdam Treaty (1999). The information system provides access to a number of security providers and law enforcement agencies, among which are police, customs, as well as border control, immigration and legal authorities. In all EU member states that have a National Schengen Information System, the technical infrastructure has had to be adapted in order to operate the system. The start of the new SIS II in April 2013 involved a range of obligations for the member states, including the bearing of costs relating to the migration, testing, maintenance and development of its system. Moreover, the composition of a Global Programme Management Board â which supervises the consistency of the system â involves the appointment of maximally eight experts by the member states. The standardisation of operating and other procedures is enhanced by pilots and peer evaluations. A factor often overlooked is that the data protection requirements that also apply to the use of the SIS by the member states are subject to standardisation. This is particularly relevant in view of the provisions on the exchange of dactyloscopic and DNA data. An additional observation is that, interestingly, the incentive for standardisation has more than once originated from reinforced cooperation between a few member states only, which can be regarded as a âbottom-upâ process of a legal framework that gradually expands to the whole EU, as has been realised in the context of the Schengen and Prüm framework (Guild 2007).
